we are with PLAN and issued a NOID on November 6th and are fighting it in country. you do not necessarily have to leave the child in foster care and return to the US but can choose option for fight the NOID and one parent or the only parent if thats the case (in our case Tracy...my wife)can stay in country and care for the child until it clears. you may want to include the 4th option, its the one that we chose and will stick with until we get cleared
